To answer part of my own question, the Darwin Streaming Server does
not allow you to reinstall after deleting the QuickTimeStreaming folder.
What has resuscitated the DSS on one of my macs was setting the privs
on the QuickTimeStreaming to a user of qtss and a group of admin.
FYI of course, your mileage may vary.

Am I correct in assuming that no one knows how to uninstall or
reinstall the Darwin Streaming Server on OS X?
