But, remember that PalmOS doesn't provide much of a C standard library,
and it's own APIs are quite
different from what other platforms provide... There's not that much
code that's too useful between the palm
and the desktop. I won't even go into all the 32bit integer bugs I
keep finding in the compilers...

listed at ~ 150 USD, it includes (cross-)compilers and IDEs for both
Mac OS and Windows. You'd still have to buy the Palm cross-compiler,
though, and from what I remember, all other cross-compilers for the
embedded platforms require a Windows IDE.
