X11 as a native API?

Just a hypothetical: Is it possible (even in a limited fashion) to make X11 a native API on OSX, like Carbon or Cocoa (or maybe more like Java), that uses lower level API's directly and runs independently of an X11 environment like normal Carbon and Cocoa apps? What issues would prevent such an implementation, other than time and effort?
