On a related note, you may want to contact Greg, the maintainer of
Gorm (http://www.gnustep.org/experience/Gorm.html). Gorm is the
"Interface Builder" of the GNUstep world and mirrors IB quite
directly (although many new Apple innovations are not as yet
available from my understanding). Instead of nibs, you have gorms.
Nib and gorm files seem to share a similar purpose and
representation. The Gorm source code is available for download at the
above link if you want to have a look.

this doesn't use interface builder but also avoids nibs altogether
i think, but still might be useful to you in some way:
<http://www.gnustep.it/Renaissance/>
In short, GNUstep Renaissance allows you to describe your user
interfaces (that is, the windows in your application, and the
buttons, boxes, textfields, etc in the windows) in simple and
intuitive XML files, using an open, standard format describing the
logic of the interface. GNUstep Renaissance can then, at run
time, generate the user interfaces (using the native host OpenStep-
like libraries) by reading the XML files.....
