Have you tried HTML-escaping/percent-escaping the Umlauts? Have you
tried saving your file in a different encoding? My guess would be
that, since there's a separate title inside, that you can use an
arbitrary name for the actual file name (one without Umlauts) and
only use the Umlauts in the title tag?
