Yes, I tried quitting. I also tried deleting the XML file and
having iTunes create it again.... didn't seem to help. Oh well, I
submitted a bug report to Apple, hopefully they actually look at them.

The XML file is only updated when you quit iTunes... could this be
what you are seeing?
