I don't think I've ever seen <cloud> in a feed. But push-like
techniques have been discussed a lot around the FeedMesh list (not
sure how active - not looked for many months).

There's been quite a lot of work done with streaming Atom
notifications over XMPP (Jabber)

Last time I looked PubSub.com had stream (lots!!) coming out of a port
somewhere, see:

(not sure how current that is)

If you're contemplating implementing anything on top of XML-RPC I
suggest you read this first:
