New FAQ for syndication-dev`

Hello everyone,

To help both provide and capture useful context, we've create a syndication-dev FAQ:

http://lists.apple.com/faq/pub/syndication-dev/

I've added some background information about the purpose of the spec, and best practices for filing bugs. In addition, I've captured the earlier exchange about <itunes:block>.

Perhaps more importantly, it provides you a mechanism for both:
    - asking a FAQ that you'd want us to answer
    - proposing an answer to an FAQ that you'd want us to post

For example, I'd love to see someone post a collection of background links on podcasting, or 'blogs to watch' in this space.

Thanks for all the input on the mailing list. We do read all of it, and it *does* have an impact on future directions.

Sincerely,
Ernest Prabhakar
(p.s. I will be offline for the next couple weeks, so please don't take it personally if I fail to respond quickly).
