I'm a little confused by your question.  The itunes:image tag is only defined for RSS (the use in Atom is unsupported at this time).   Are you asking about the RSS syntax or the format for the image file itself?

The second issue I am having is that iTunes may be confused as a result of me previously having three feeds being produced by Movable Type. I have now consolidated to a single feed, atom.xml, but I can not tell what is in the itunes directory. Is there any way to query the directory and find what feed is being used? I have seen various ways to block, stop, or change feeds but can find no way to determine what feed is actually current in the directory.

As mentioned before, Atom is *not* supported by the iTunes Directory, so the file you mention won't show up at all in the iTunes directory.

However, the general way to find out what URL is being vended is to:
a) subscribe to that Podcast
b) click on the small 'i' to see the Info for that Podcast
