Yup.  Sucks, doesn't it?  This (among other reasons) is why the IETF
abandoned RFC 822-style dates and created the more world-friendly RFC
3339 <http://www.ietf.org/rfc/rfc3339.txt> for use in all future
specifications.  Atom 1.0 uses RFC 3339-style dates.  RSS is legacy.
