There isn't a way to password protect the installs that I know of, but you can limit which computers can netboot at all by MAC address in Server Admin, or at the image level by MAC address or machine model.

There is no archive and install vs. upgrade option in 10.6.  It is always an archive and install, unless you manually erase the volume first.
