I'd expect that it would be "/usr/include/arpa/nameser.h", but that file doesn't contain the definition or declaration (at least, on 10.1.5). It appears this file is just "old and in the way". You can get the correct file from the darwin web site (http://www.opensource.apple.com/projects/darwin/6.0/projects.html), in the project bind-12. Dunno whether this shows up in 10.2, but the file evidently is used to build 'named' on 10.2.
