At a quick glance you seem to be setting the limit to ten million megabytes. Do you see the same problem with a lower limit?

Woops, you are right. However, I have previously tried both this and ulimit with limits decreasing in steps of 10 from these values to 1, just to check, and I still find nothing much seems to happen :(
