__va_list undeclared

I'm taking a bunch of C device code that I'd like to wrap in the c++ iokit driver I'm building. The main::start is being activated at pci time, so now I need to get to my original fbsd routines. I've found that there are several places, traditional and new, where include files are stored on 10.4. /usr/include, along side /Developer/SDKs/MacOSX10.4u.sdk/usr/include. Two questions:

1. Why both places? Do they store different versions?

2. What include file is missing the __va_list declarations?
