It turns out that the December 2002 Developer Tools are available on CD. I copied this from ADC News #331:


For added convenience, starting the week of December 23 you may also purchase
the Developer Tools on CD-ROM for the cost of shipping and handling (US$ 20) on the ADC Member Site.

This gives you an option if you'd rather not download 301MB over the Internet.
