Can I use CodeWarrior to build a userland USB application?

Guys!

I need to write code to allow a user to backup data from a proprietary
DynaVox handicapped accessibility device.

For OS 9 I used a driver and a shim to interface our device to my
application.

I'd like to put the OS 9 and OS X applications in a single package.

Can I build the OS X version (userland, without a driver) with CodeWarrior,
or do I need to use project builder?

Thanks in advance
