USB device knowledge in OS X



Does OS X do anything special when a specific USB device is plugged in to
a given machine for the first time?  and does it retain any knowledge of
this specific device in any sort of database?

Windows does treat USB devices uniquely, recognizing that a given device
has not been plugged in before, and I wondered if OS X does anything like
this.  I have two essentially identical HID devices - one works and the
other doesn't, sporadically, and I wonder if OS X has retained some bad
information that is blocking the use of this failing device.
