You need to look at the bus. Is the HID report going out on the bus
on the first try? Perhaps it's just a feature of the drawer or you
are not setting up the correct communication to it and the act of
sending the first HID report makes it work. Or, somehow, your first
report is not going out. For that reason, a bus trace would be
appropriate here.
