You can decode this error in IOReturn.h. It is a data overrun. More than likely, your device returned too many bytes when we asked for the first 8 bytes of the device descriptor. Or, maybe it returned too many bytes when we asked for the full 18 bytes. I should change the "did not respond" to "responded with error".
