Are elementCookies persistent?

I can't seem to find this in the documentation. For example, I want to put an event queue on a certain HID element of a device. Do I need to call IORegistryEntryCreateCFProperties to get the entire property tree so I can find the elementCookie corresponding to the usage page/ usage I'm looking for, or can I hard code the elementCookie value I'm interested and expect it to work correctly?

I ask as I'm trying to work around a serious performance issue with the HID system and certain Microsoft keyboards. Calling IORegistryEntryCreateCFProperties takes several seconds to complete on 1 GHz machines when looking at the interface for the consumer buttons on those devices.
