Putting pipe to 'sleep'?

Is there a way to put a USB pipe in an inactive state such that the system doesn't reserve bandwidth for it? I have a device which has two BULK endpoints, one IN and one OUT. However, the OUT is only used to send a couple of configuration packets to the device when it is first connected, and never used again. The existence of this OUT pipe is bogging down my other IN pipe which is the main data transfer pipe. I would like to tell the system to not allocate bandwidth for the OUT pipe once i'm done sending the 8 data packets I need to send.

Thanks,
Juan
