I'm sorry, but I don't see any new useful information on reproducing this problem, other than happens to Palm hand-helds. Not even a mention of which specific models this occurs on, version of PalmOS, Palm Serial Adapters, or whatever -- there are just too many variables -- our testing of hot-plugging and syncing Palms does not reproduce this problem -- but obviously you and others do.

Help us figure out what is different. Is it only happening with your software -- but not the standard Palm Desktop software? Describe in detail what your setup is. Do you have other USB devices attached when this problem occurs? -- what devices?
