You can easily create a user land application that talks to the mouse
of your choice via IOHID. To prevent it from moving the cursor, you
will want to use the kIOHIDOptionsTypeSeizeDevice options flag when you
open the interface. When you close the interface the mouse will start
moving the cursor again.

Hello all,
I would like to realise a small translation table and I thought to use
the mecanisme of a cheap USB mouse to get positionning information on
it. I would like to know if it is possible and how hard it is to do
it. First of all I would like to be able to make a small application
that will display the absolute displacement of an USB Mouse and don't
let it interfere with the mouse cursor (let says that I already have
an other mouse plugged or a trackpad to control the mouse cursor) Is
anyone have any clue?
Best regards
Denis
