Denis,

You can easily create a user land application that talks to the mouse of your choice via IOHID. To prevent it from moving the cursor, you will want to use the kIOHIDOptionsTypeSeizeDevice options flag when you open the interface. When you close the interface the mouse will start moving the cursor again.
