10.4 HID not letting system sleep?

Has USB or HID changed some parameter in 10.4 concerning letting the system sleep?

My USB HID device constantly sends custom vendor specific HID packet to my user land driver. The user land driver then decides whether or not to move the cursor.

On 10.3.9 and earlier, if the user land driver does not move the cursor, the screen saver would come on, monitor would turn off and eventually the system would sleep. Since 10.4.0 (and 10.4.1), the system will neither turn off the monitor, nor go to sleep. I set the monitor to turn off in 1 min, the computer to sleep in 2 min, and the screen saver to turn on in 3 min, then walk away from the system. 3 min later, the screen saver is on!

thanks,
raleigh
