That really depends.

We are doing a lot of very serious USB development, and have "Select" memberships and a Developer Transition Kit.

However, all the documentation is public, you can get that with a free Online Membership

Benefits of the Select Membership are (to us) access to pre-release software (which sometimes includes bug reports) and to Apple's very helpful Developer Support.
