The root account is not required to install into the system folders. Just require administrator privileges. Are you using PackageMaker to create Apple-like install packages? You might also want to write a small shell script which adjustes the kext's ownership/file permissions after it has been installed, in case Apple's installer doesn't handle this correctly (just try this out).
PackageMaker is fairly well documented, have a look to its "Help" menu.
