However, I'm wondering about DeviceRequest's parameter block and wValue/wIndex.... ...Should we be putting these values in the same place on both big endian and little endian machines, or should we put them in a specific order for each endian type?

The latter. (They're treated as 16-bit values and swapped to host byte order.)
