If the device or any of the hubs upstream of it are not unplugged,
the locationID will not change. If you see the device come and go,
then you should not assume that the locationID is the same when it
re-appears.
Of course, Serial # is the way to best identify identical devices.
However, most devices don't use that field and some that do do not
make them unique.

Getting the serial number is also a viable option here, correct?
Although this requires more calls (GetSerialNumberStringIndex,
GetStringDescriptor)
