What are PC unicode Fonts

I use UTF encoding and

"<?xml version="1.0" encoding="utf-8"?><!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd";>"

on one web site which requires a lot of international characters. I generally do not declare a font which seems to cause some Windows users problems.

What Fonts are unicode aware for Window? Any suggestions on getting around this problem would be appreciated.
