I remember having this problem a long long time ago.  Do the other
users of your system using lowercase usernames?  I have a feeling it's
the 'A' in Andrew that is stopping apache from accessing your
directory.  Please correct me if I'm wrong but I do recall having this
problem long ago and ever since have never made home directories with
uppercase characters.
