10.3 came with an Apache 1.3.x release. Apple does have a somewhat custom build there. You may need to build apache from source yourself. Its not that hard really. mod_jk is the real pain actually. I've never done it in OS X, but I have a freebsd server with apache 2 and mod_jk working fine. As I recall, the last time was much simpler as you just need ant and maybe autoconf/automake. Then you get apache installed, and there is a readme telling you how to tell mod_jk where the apache installation directory is. It will build and install. Then you add 1 line to apache to load the module and another line to map requests to your tomcat instance. I know you said it was for development, but consider security. Using this setup, you need to secure tomcat and apache. Make sure apache isn't mapped to your tomcat files and if so block access to WEB-INF, etc. Its really more important in production environments.
