Dual-booting involves actually starting the machine up in a different operating system. In this scenario, you could Dual boot with either OS X Intel or Windows. It is an alternative to the OS in a window idea of Virtual PC. However, a situation like Virtual PC does make it easier to handle situations such as a quick check in IE for CSS issues.

Coming to think of it, MS is probably already working on VPC8 for the Mac — naturally with support for Intel Chips!
Of course it will be resource-intensive like running VPC today, but at least it doesn't have to emulate a hardware platform anymore.
Just get yourself sufficient RAM!
