How can I create a tree-structure menu using W3C Web technologies?

Greetings: I want to create a cascading (tree-structure) menu whose members can open/close to reveal child nodes. An example of this is shown at: http://msdn.microsoft.com/library/.

Clicking on a node of the menu tree (left frame) reveals a page about "How to Use the MSDN Library Table of Contents".

I would like to use an 'Open Source/Standards' means to produce the same effect across all browsers.

Can I do this with PHP (how?) or via Java?
