The problem:  (I use .../sites/index.html files by the way)

Try changing index.html's permissions.

Open Terminal (Applications/Utilities)
Type: "chmod 644 ~/Sites/index.html" and press return.

If you want to change permissions for the entire forder,
Type: "chmod -vvR 644 ~/Sites" and press return.

If you have a php or perl script in that folder, just replace 644 with 755, to make it executable:
Type: "chmod 755 ~/Sites/index.php" and press return.
