I think most of what Zeldman talks about in the first edition of the web
standards book still applies, although there is a second, updated
version out.  I think the 2nd version book color is lime green or
something.

For more cutting edge stuff, here's a couple of resources:

* A List Apart -- www.alistapart.com
* WHATWG -- www.whatwg.org (specifically, the HTML5 working draft)

And I'm sure others can suggest some more resources.
