Building WebCore with HAVE_ICU_LIBRARY set to 0

The default WebCore source (v1.2.5) has HAVE_ICU_LIBRARY to 1, so I am assuming that the 'real' version of the WebCore framework on my system also uses this library. Since I don't already have ICU, am I going to be missing anything by just setting HAVE_ICU_LIBRARY to zero?

Assuming that ICU is a good thing to use, which version of the library is actually used by the real WebCore?
