Nothing obvious has leapt out when using Sampler or Shark to examine what is going on.

Another clue: turning on force beam synchronization in Quartz Extreme make the behavior with or without webkit the same. (But that isn't a solution I can ship.)

I believe the WebKit turns beam synchronization off. That's arguably a bug. If we want it off for Safari then it should be Safari that turns it off, not WebKit.
