Hello,

  Many times that problem is caused by applications and the deployment system assuming different host names or IPs for themselves, making it impossible for them to communicate between each other.

  Add -WOHost 127.0.0.1 (or other IP os hostname that makes sense, but unless you have a complicated network setup, 127.0.0.1 usually does the trick) to wotaskd and your apps launch parameters and check if the problem went away.
