Well, the Java zone info database is in /System/Library/Frameworks/JavaVM.framework/Versions/1.5.0/Home/lib/zi. This looks very similar to the Mac OS X zone info database in /usr/share/zoneinfo which was produced by the zone info compiler, zic, from the Olson TimeZoneInfo database. I would be surprised if there isn't a zone info compiler for Java that could be used to build your own Java zone info database, but I haven't looked for it.
