I have installed everything I should (developer tools, fink, fink commander, X11) but when I try to install xemacs I get this message:

Building Dependency Tree...
You might want to run `apt-get -f install' to correct these:
Sorry, but the following packages have unmet dependencies:
xaw3d-shlibs: Depends: x11
xemacs: Depends: x11
E: Unmet dependencies. Try 'apt-get -f install' with no packages (or specify a solution).

What am I doing wrong?

If you're using Apple X11, you need to install the "system-xfree86" package to tell Fink you've got it installed. You'll need to make sure you have the X11 SDK installed as well.
