If I have two screens, one above the other I can't drag X windows between the
windows. In fact if X11 is the current application then I can't even move the
mouse onto the lower screen.
If the two screens are next to each other then I can drag between them and the
mouse can move freely between them too.
I have the menu bar at the top of the top screen and the dock at the bottom of
the bottom screen if that makes any difference.
