Yes, I'm using quartz-wm. Is there some option to have it always place windows in the visible screen areas?

I didn't see any such option (or defaults) in quartz-wm(1) or Xquartz(1). I see Xserver(1) mentions the option +xinerama and says the Xinerama extension is disabled by default. However, Xinerama is listed in the output of xdpyinfo. Does this mean that the extension is loaded and enabled, or just that it is installed on the system and available?
I suppose you could be saying that it is _theoretically_ possible for quartz-wm to enforce such a policy.
