utf8 support

I am helping someone port a program to os x using x11, and he needs to do localized text. I am having trouble making it work (i have no idea how its supposed to work ;-)). I did:

<x-tad-bigger>setenv LC_CTYPE </x-tad-bigger>en_US.ISO8859-1<x-tad-bigger>
xterm -fn '-Misc-Fixed-Medium-R-Normal--18-120-100-100-C-90-ISO10646-1'</x-tad-bigger>.

But the program still doesnt work. can anyone tell me how to setup the x11 command line to allow programs which use utf8 characters to work?
