This is a known issue and we hope to fix this in an upcoming Software Update. Can't comment on exactly when, but hopefully soon.

This is a known bug, that I have discussed in the apple forums as well. You can see that the original poster has submitted the bug report, and I am finally reaching the frustration of also submitting one myself. Here is the post:

There is a posting on OS X tips of a possible workaround, but I
can't vouch for it myself.  I haven't gotten a chance to fully explore
the software used by the poster.  You can see the post here:

Now here I would like to plead for everyone's help on this matter.
This list is for X11 users, so you should all have the package
installed.  If you are on Tiger, please confirm this doesn't work for
you, and consider submitting a bug report.  Maybe if we overwhelm
Apple they will pay attention to our needs.  I'm an Apple Noob,
coming here for the the GNU/Linux world.  I find this behavior
obnoxious, especially after reading all the Apple propaganda bragging
about their X11 friendly environment.  I understand their focus is on
security flaws, and revenue generating features, but we are now past
the second update to Tiger with no progress made.  Now I can be
patient, but all my research for possible workarounds seems to show me
that Apple really doesn't put much effort into maintaining their X11
package.

Better yet, if you have a better workaround (other than two extra
keystrokes just to view the applications open) please share it with
the community.  I am very happy with my first Mac experience, until I
try to open an X app, then the frustration begins.  It's really hard
to remain productive when switching between applications.

Sorry for the rant, but I would be surprised if I'm the only one who
has reached the point of frustration.  Actually, so as not to be a
hypocrite, I will submit a bug right now.
