I don't know whether there are other, better tools, but I've already resized several HFS+ partitions with parted (booted from a Gentoo cd) without any ill effects. Remember to turn off journaling beforehand though (I have not yet forgotten to turn it off when resizing so I don't know what will happen otherwise, but they explicitly warn about this and I can imagine several bad things could happen if you don't).
