Problem solved, for anyone who cares. The problem is in the processor panel, not in my CPU.
For notes, even sysctl -a | grep cpu returned the wrong speed. (which it didn't used to do!)
However, I determined things are correct using skidmarks:
100, 99, 99 with power adapter;
67,66,66 without



So all seems normal... er... 'normal'
