For trouble shooting reason's too lengthy to detail I got to twice re-install 
10.4.0 and then step through all the Tiger updates on my G4 eMac. In the 
process I  forgot to install x11 and yes, if you boot to the Tiger 10.4.0 
DVD, the installer tries to make you do a full Archive and 10.4.0 Install 
just to add x11.  Having updated my way back to 4.8  twice (since 4.9
seems to break my DV video capture), I wanted to find a better option.

Not knowing at the time that the the x11  package can be found as
"System/Installation/Packages/X11User.pkg" by using LIST VIEW on
the 10.4.0 install DVD, I googled up this helpful page:

The download links for the x11User packages worked fine and I got
X11 back up on my eMac in short order.
