Interesting. But this is necessarily local, so you really only care if the X server is running on the local host, right? You don't want your local program rearranging windows that are showing up on a different display. In this case, I would think the best bet is to add a 'support' command to launchctl, as I suggested before. This gives people a general mechanism for querying the status of launchd jobs.
