I was wrong.

Sorry to everyone that I didn't see the "caps lock off" part.
And I forgot to do "xmodmap -e 'clear lock'".

Indeed, "Caps Lock a a Caps Lock" (when Caps Lock is mapped
to Multi_key) produces the expected lowercase å. So this technique
works. But it's a "nasty hack" indeed (due to having to press Caps
Lock an extra time).
