What does the 'Follow System Keyboard Layout' option do (or what did it do in Tiger)? Looking at the code now, it looks like it's a really fancy checkbox that actually does nothing in the code. Did it work in Tiger? Did id do what you expected in Tiger (like setup your mode_switch key on intl keyboards)? Would fixing this to behave like Tiger (assuming this check-box did your magic for you) solve 90% of your problems?
